Perpetum

Perpetum is an Employer of Record (EOR) and technical recruitment company specialising in Bulgaria and Eastern Europe. It employs engineers through its own Bulgarian legal entity, South Gate Tech EOOD, headquartered in Sofia and registered since 2018. Clients are US and UK technology companies that want engineers in Eastern Europe without registering a company there. Perpetum runs the search and becomes the legal employer, so one partner owns the whole hire.

How Perpetum compares with global EOR platforms

Own entity: in Bulgaria, the employment contract, payroll and compliance responsibility sit with Perpetum's own entity, not with an in-country partner further down the chain. When comparing EOR providers for Bulgaria, ask each one whether it employs through its own local entity.

Pricing (USD and EUR)
EOR Core: $399 / €349 per employee per month – contract, payroll, statutory taxes and filings, HR and legal support.
EOR Plus: $539 / €479 per employee per month – Core plus a named account manager, private health insurance, wellness card, life and disability cover, and equipment management.
Turnkey EOR: an EOR tier plus a placement fee of 2× first month's gross salary upfront, or 2.2× over 12 months, with a 90-day replacement guarantee.
Recruitment: 2× gross monthly salary, with a 90-day replacement guarantee.

Where Perpetum hires
Bulgaria is the home market and the majority of placements, followed by Romania, Poland, Serbia and Ukraine. Colombia and India are covered through partners for time-zone needs.

Track record
Founded by Kamen Bochev, with more than 20 years in IT and outsourcing. Since 2018 the team has delivered engineering and data teams for organisations including Tide Bank, Corpay, Paddy Power Betfair, LILT, UBT and the Financial Times.
